The syllabus includes the following key elements:

  1. The foundations of construction health and safety management

    This includes understanding why health and safety improvements are needed, including moral and financial reasons for managing health and safety.


  2. Improving health and safety culture and assessing risk

    Learners explore health and safety culture, human factors, workplace behaviour, and the principles of risk assessment.


  3. Managing change and procedures

    This includes workplace change, safe systems of work, permit-to-work systems, emergency procedures, first aid, incident investigation, and monitoring health and safety performance.


  4. Excavation

    Learners cover the hazards, risks, and control measures associated with excavation work.


  5. Demolition

    This element focuses on safely managing demolition activities and associated risks.


  6. Mobile plant and vehicles

    Learners look at the risks linked to construction vehicles, mobile plant, traffic management, and safe site movement.


  7. Working at height

    This includes one of the most significant risk areas in construction, covering planning, equipment, controls, and safe working methods.


  8. Musculoskeletal health and load handling

    Learners consider manual handling, lifting, posture, repetitive work, and preventing musculoskeletal injuries.


  9. Work equipment

    This covers the safe use, selection, inspection, and maintenance of work equipment.


  10. Electricity

    Learners explore electrical risks on construction sites and how they can be controlled.


  11. Fire

    This element covers fire hazards, prevention, emergency arrangements, and controls.


  12. Chemical and biological agents

    Learners look at hazardous substances, exposure routes, health effects, and control measures.


  13. Physical and psychological health

    This includes wider worker health issues, including physical and psychological risks that can affect people working in construction.


The learner guide confirms that the qualification covers these thirteen syllabus elements and is assessed through the open book examination.


How is the course assessed?

The NEBOSH Health and Safety Management for Construction (UK) is assessed through an Open Book Examination.

The assessment is based on a realistic construction site scenario and tests both what learners know and how they apply that knowledge. Learners are asked to complete a series of tasks using evidence from the scenario and the knowledge gained during the course.

Learners have 48 hours to download, complete, and submit the assessment.


Course level, pass mark, and grading

The qualification sits at SCQF Level 7 with 12 credits, which NEBOSH states is equivalent to RQF Level 4. The provisional pass mark for Unit CN1 is 45%, and learners must achieve a pass to be awarded the qualification.


The grading structure is:

  • Distinction: 75% or higher

  • Credit: 65% to 74%

  • Pass: 45% to 64%


Professional recognition

This qualification can support career development within construction health and safety.

Holders of the qualification can apply for Associate Membership of the International Institute of Risk and Safety Management, using the designatory letters AIIRSM. The qualification is also eligible for the Construction Skills Certification Scheme Academically Qualified Person card, also known as the CSCS AQP card.
