What is ELCAS and How Can It Fund Your Health and Safety Training?

What is ELCAS?

ELCAS stands for Enhanced Learning Credits Administration Services. This scheme, run by the UK Ministry of Defence, supports lifelong learning and career development for military personnel. It provides financial assistance for approved training and qualifications—including health and safety courses such as NEBOSH and NVQs in Occupational Health and Safety. The funding is available both during and after military service to help individuals transition into civilian careers in industries such as construction, health and safety, management, and more.

What is ELCAS Funding?


ELCAS provides financial support through Enhanced Learning Credits (ELC). These credits can be used towards a wide range of Level 3 and above qualifications on the National Qualifications Framework. This includes NEBOSH-accredited health and safety courses, which are highly regarded across many sectors and can significantly enhance your employment prospects.


Who Can Apply for ELCAS?


You can apply for ELC funding if:

  • You have completed at least 6 years of eligible service in the UK Armed Forces.

  • You are ex-military, having left the forces with the required length of service. (Check the ELCAS ex-service guidance for more details.)


How Much ELCAS Funding Can You Receive?


There are two funding tiers based on your service duration:

  • Lower Tier: £1,000 per claim (for those who served between 6–8 years)

  • Higher Tier: £2,000 per claim (for those who served 8+ years)

You can submit up to three claims, with one ELC claim allowed per financial year (1 April – 31 March).

How Much Do You Pay?

ELCAS covers 80% of the course fees, and you contribute the remaining 20%. For example, for our NEBOSH National General Certificate (classroom course costing £1,500 incl. VAT), your personal contribution would be just £300—the rest is funded by ELCAS.

Please note: ELCAS does not cover accommodation, food, or travel costs.

How to Apply for ELCAS Health and Safety Training Funding


  1. Register with ELCAS: Ensure you’re enrolled in the ELC scheme and eligible to claim.

  2. Choose a Course: Select an ELCAS-approved course (like our NEBOSH or NVQ qualifications).

  3. Submit an ELC Claim: Log in to the ELCAS website and complete your claim form. Include the learning provider details and course title.

  4. Approval: Your claim will be reviewed and must be approved by your education staff (in-service) or your Single Service Representative (ex-service).

  5. Receive Claim Authorisation Note: Once approved, you’ll receive a confirmation from ELCAS.

  6. Enrol in Your Course: Send your Claim Authorisation Note to us. We’ll enrol you, and you’ll pay the 20% personal contribution.

  7. Start Learning: Complete your course and submit the final Course Evaluation Form via the ELCAS site.
